Elizabeth A. Higgins-Brooks

Judge Elizabeth “Beth Anne” Higgins-Brooks has dedicated her entire career, as a social worker and attorney, to public service. Born and raised in Georgia, Beth Anne holds a Juris Doctor degree from Atlanta’s John Marshall Law School (2009) and a Bachelor (1998) and Master (1999) of Social Work degrees from the University of Georgia. Beth Anne has been a member of the State Bar of Georgia since 2011. Every position Beth Anne has held in social work and the law for the past 20 years has involved working with children, youth, families and serving the public. Beth Anne’s legal experience includes civil and criminal litigation involving both bench and jury trials. In DeKalb County, Beth Anne helped create and managed the second juvenile mental health court in Georgia which continues to serve DeKalb youth today. Beth Anne represented juveniles in delinquency matters and SB 440 cases, as a Public Defender in Newton County; and she has also represented youth in educational matters as an Educational Advocate for Fulton County Juvenile Court. Beth Anne was an Associate SAAG (Special Assistant Attorney General) in Rockdale and Newton Counties and served as counsel for DFCS (Department of Family and Children Services) in dependency cases. Beth Anne also served as a Judicial Staff Attorney to the Honorable Christopher W. Yokom, before taking the bench as a Magistrate Judge for Fulton County in 2021.  The opportunity to come back home to Juvenile Court, in 2024,  as a member of the judiciary is a dream come true. 

Judge Higgins-Brooks is a nationally certified Child Welfare Law Specialist, a Licensed Clinical Social Worker, and a Certified Neutral with the Georgia Office of Dispute Resolution. Beth Anne and her wife, Jennifer, have lived in their home in Atlanta for over 20 years. They became foster parents for Fulton County in 2005. Over the years, they have cared for 11 children, adopted four, and continue their commitment to birth family connections and reunification. Beth Anne enjoys walking with her family, being outside working in her yard, and a good cup of coffee.
